Madhmoun ADREC & ADGM Permit Systems – Real Estate Advertising Rules in Abu Dhabi

Madhmoun ADREC & ADGM Permit Systems – Real Estate Advertising Rules in Abu Dhabi

Starting July 1, 2025, all property advertisements in Abu Dhabi require a valid permit to be listed online. For most of the city, this is the Madhmoun permit, managed by the Abu Dhabi Real Estate Centre (ADREC). Meanwhile, properties in the Abu Dhabi Global Market (ADGM) financial free zone follow their own permit system via AccessRP. Both systems aim to increase transparency, protect buyers, and regulate the real estate market.

Madhmoun Permit System (Abu Dhabi Main Areas)

The Madhmoun system is a digital permit process that verifies property listings before they go online. Managed through the DARI portal, every listing for sale or rent must be checked and approved.

How it works:

  • Verification: Each property is checked against official records to confirm ownership and details.
  • Broker Licensing: Only licensed brokers and companies registered with ADREC can apply.
  • Owner Approval: Owners must approve a broker’s request before a permit is issued.
  • Listing Limit: A maximum of three brokers can advertise a single property to avoid duplicates.

Fees:

  • Sale listing: AED 250 per property
  • Rental listing: AED 65 per property
  • Developer/project advertising: AED 25,000 for 3 months
  • All fees include 5% VAT

Who can apply: Licensed brokers, property management companies (PMCs), developers, and property owners.

Benefits:

  • Protects buyers from fraud and ensures accurate listing information.
  • Promotes professional standards for brokers.
  • Reduces duplicate or misleading listings, creating a cleaner market.

Penalties for non-compliance:

  • Fines up to AED 2 million
  • License suspension for brokers
  • Removal of unpermitted listings from online portals

ADGM Permit System (Al Maryah & Al Reem Islands)

The ADGM zone has its own rules. It includes Al Maryah Island and, since 2023, Al Reem Island. Properties here require permits through the AccessRP platform, which also verifies listings against the central Madhmoun system for accuracy.

Fees (as of March 2025):

  • Rent: AED 50–115 + 5% VAT depending on duration
  • Sale: AED 125–250 + 5% VAT depending on duration
  • Developer/project permit: AED 25,000 + 5% VAT for 3 months

Additional transaction fees:

  • Tenancy contract registration: 5% authority fee for contracts ≤25 years
  • Property valuation certificate: AED 1,092 (including VAT)
  • Property transfer: 2% of the property value

Purpose: Like Madhmoun, ADGM’s system ensures advertised properties are genuine, accurate, and professionally managed.

Why Permits Are Important

Both systems aim to:

  • Increase market transparency
  • Protect consumers from fake or misleading listings
  • Ensure transactions are conducted through licensed professionals
  • Boost investor confidence and strengthen Abu Dhabi’s real estate reputation

Conclusion

Abu Dhabi now enforces strict permit rules for real estate advertising, covering both the main city (Madhmoun) and ADGM zones (AccessRP). Property owners, brokers, and developers must comply to avoid fines, license suspension, or listing removal.

For buyers and tenants, these regulations guarantee safe, verified, and trustworthy property listings. For investors, they provide market clarity, professional standards, and long-term confidence in Abu Dhabi’s real estate sector.
